Phoenix Facilitation and Naomi Hagel specifically are top notch! My son’s PCP is regularly used as an excellent example and it was perfectly suited to his style, personality, hopes and dreams. It helped better explain my son which resulted in additional services for unmet needs. Naomi understands the law, has experience as a regional center manager and is able to quickly distill any situation into a set of alternative approaches. Unlike some (not all) IFs, she will not support a path she does not feel is within the scope and spirit of the law and that is a good thing. She does a lot of pro bono work in reaching out to the community which is how we initially found her. I highly recommend her services.

I must say that Phoenix Facilitation of California and Naomi Hagel have been exemplary in the education, coaching supports, and expertise they have shared both with families of participants served through the regional center along with the participants themselves. They have been equally exemplary in doing the same with professionals serving participants in self-determination programs (e.g., Independent Facilitators or IF). Specifically, Naomi and her team possess knowledge and extensive training in the Lanterman Act as well as in self-determination and have disseminated such knowledge that is always supported and backed up by research and credible resources. She and her team are people you can definitely trust in self-determination! If they don't have an answer, they will also make sure to lead you to someone that can. If I could give 10 stars I would! I hired Naomi of Phoenix Facilitation to assist my disabled son in transitioning to the Self Determination Program and what a traumatizing and horrible experience this was! She was deceptive in her claims, condescending in her communications with me about the disabilities and needs of my son and most importantly, did not deliver what she had been hired for. After eight months of patiently putting up with her unprofessionalism (lack of responsiveness, less than appropriate email communications, lack of advocacy and completion of her job duties), I finally filed a Whistleblower's complaint against her with Harbor Regional Center because her business practices were "disingenuous". This is the word used by the regional center after they completed a thorough investigation. Beware of the contracts that she has prospective clients sign!! Her business practices lacked transparency and were largely deceptive because her website and contracts stated that the initial 1-hour consult was free; however she proceeded to charge me when I fired her. As a result of my complaint and requirement by Harbor Regional Center, you will now find that she discloses this charge on her website, which was not the case in the past. Her responsiveness to her client's emails was very slow (up to a week to reply to an email/request) and her excuse was that she was "so busy". However, she would spend hours on social media giving unsolicited advice (pages and pages of it!!!) to other people about how SDP works but could not efficiently complete the work that she was being paid for. When she did reply, she would ramble on, in her email correspondences. After she was fired, she proceeded to invoice me for her emails!!. I believe that with my complaint, she has also been required to explicitly state what she will be charging for. This was my experience with this organization and I just wanted to share this, in the hopes of making other vulnerable families aware, so they can make an informed decision.
